中石油日前召开全面深化改革领导小组第十五次会议,会议审议并原则通过《集团公司市场化改革指导意见》《集团公司混合所有制改革指导意见》。据了解,国家发改委会同国资委等部门在电力、石油、天然气、铁路、民航、电信、军工等领域选择了7家企业或项目,开展第一批混合所有制改革试点。《集团公司混合所有制改革指导意见》明确了集团公司混合所有制改革的基本思路、目标和原则,提出分类推进、引入各类资本、完善公司治理等主要改革举措,对于优化资产结构和业务结构、完善经营机制、激发内在活力、放大国有资本功能、提高运营效率和效益等都具有重要意义。
