农业是安天下、稳民心的战略性产业,农作物种子是农业的基础,种子贮备是农业救灾和保护农业安全的重要举措,关系到农业生产安全,也关系到农民增收和农村社会稳定。加快发展农作物种子贮备,是国家支持农业发展、有效解决“三农”问题的重要手段。在党和国家高度重视“三农”问题,把建设社会主义新农村作为我国现代化进程中的重大历史任务的新形势下,探讨如何加快发展农作物种子贮备,建立健全种子贮备制度,为稳定和促进农业生产提供安全保障,有着十分深远的现实意义。
