中部及贫困地区由于经济落后,各县市财政收入除了保“吃饭”以外,基本没有财力安排基础设施建设和扶持企业发展。因此,加快发展实行财政转移支付是一项重要的手段,必须加大力度,尤其是要完善财政转移支付的机制。特此,本刊摘登省财政厅厅长陈海波、白沙黎族自治县县委书记王积权、五指山市市委书记陈楷等人的有关观点和思考,以拓展发展思路。
