政府采购是公共资金支配者为了公共利益的需要,使用公共资金购买货物、工程和服务的行为。基于其在当今国内国际市场上的重要地位。各国内国法及WTO都对其进行了立法规制。本文试图以比较法的方式阐述中国政府采购市场的开放问题。
Government procurement is the public funds to the public interest in the need to use public funds to buy goods, construction and services. Based on its important position in today’s domestic and international markets. Various domestic laws and WTO have legislated on them. This article attempts to explain the opening up of China’s government procurement market in a comparative way.
