2007年7月9日,俄罗新海军司令马索林上将在远东视察太平洋舰队期间公开宣布:俄罗斯第一艘新航母的建造工作,将在2015年后开始。在未来的20年里,俄罗斯海军应当会拥有6支具备全套功能的航母攻击编队;3支配备在北方舰队,3支配备在太平洋舰队,而且每支航母编队除一艘航母之外,还都会配备完整的护卫舰艇及辅助船只。这样,俄海军就可以保征随时有2支航母编队处于远洋战斗值勤状态、2支处于战备状态、2支进行维修或改装工作。从5月29日宣布俄罗斯要建新航母,到7月初宣布俄海军要在20年内建成庞大的航母攻击编队,马索林将军在一个多月的时间里,逐渐将一个清晰的俄航母建造时间表展现在了世人面前。
