现将冶金工业部“关于高等、中等专业学校工科毕业生使用问题的报告”发给你们。国务院基本上同意这个报告。关于高等学校、中等专业学校学生在毕业后,使其参加一定时期体力劳动问题,各部门和各省、自治区、直辖市人民委员会均可根据各部门和各地区的不同情况,并参照冶金工业部的办法,拟出具体办法予以试行。并希注意总结这方面的经验,以便把这个制度逐步建立和巩固起来。
