The debate about the knowledge economy is growing. Related articles, often appear in the newspapers. The problem of knowledge economy has drawn more and more attention from people. “Knowledge economy”, as a term in economics, as a concept of economic form, is foreign. In 1996, the Organization for Economic Co-operation and Development (OECD) published a report entitled “Knowledge-Based Economy”, in which it affirmed its defia- tion: The so-called knowledge economy is an economy based on the production, distribution and use of knowledge and information. In February 1997, U.S. President Bill Clinton again adopted the "Knowledge of Knowledge
