作为发展中国家,中国需要利用外资来带动经济的发展。但是,自从2002年开始,中国呈现储蓄和外汇的双盈余,在这种新的形势下,按照双缺口模型,我国没有必要引入外资来弥补两个缺口,可是从我国近几年的数据得出,我国引进的外资的数量却在不断的上升。本文回顾了1978年改革开放以来我国引资的状况,在双盈余的条件下,中国利用外资出现了外商投资企业的总体素质偏低,外资利用的综合效益不理想,引资结构不合理等三大问题,针对以上出现的问题提出应该提高引资的质量和效率的政策建议。

This paper reviews the situation of China’s foreign capital investment since 1978 when China started its reform and opening up. Under the conditions of double-surpluses, the use of foreign investment in China has resulted in three major problems: the overall quality of foreign-invested enterprises is low, the comprehensive benefits of foreign investment are not ideal, and the structure of foreign investment is unreasonable , In view of the above problems raised should raise the quality and efficiency of foreign investment policy recommendations.
