自2004年开始实施农村工作指导员制度以来,这项制度已成为各地重视三农工作一个新的抓手,得到基层干部的认可。但在实施农村工作指导员这项制度中,还存在着一些问题和不足。作者试从以下几方面作一探索。1.存在问题(1)制度的持续效用前三年是省、市、县、镇四级下派,各级都很重视,效果很好。但从第四年开始变二级下派,基层感觉省派农村指导员工
Since the implementation of the rural work instructor system in 2004, this system has become a new starting point for attaching importance to the work of agriculture, rural areas and farmers throughout the country and is recognized by grassroots cadres. However, there are still some problems and deficiencies in implementing the system of rural work instructor. The author try to explore from the following aspects. 1. Problems (1) Continuing utility of the system The first three years are under the jurisdiction of the provinces, municipalities, counties and towns. At all levels, great attention has been paid to the effectiveness of the system. However, starting from the fourth year, the school changed its rank to the second level and the grass-roots people feel that they should send rural guidance workers
