To benefit from the WTO, the government must face the first wave of shock waves brought by the WTO, which are at the core of national treatment requirements. In the market environment that demands transparency and requires fair competition, it is imperative to change the functions of the government before it can calmly deal with it. The emphasis is on the legalization of economic management and the rationalization of the government’s macroeconomic control over economic instruments. The process of standardization of government behavior and administration has been deepened and security has been accelerated.
