１９３１年９～１０月间，时任新疆省主席的金树仁背着南京国民政府，私下派员与苏联代表签订了《新苏临时通商协定》，当时被称之为“新苏秘密经贸协定”。这是在中苏断交的特定背景下，中国新疆与苏联经济贸易关系的一个重要事件，曾引起各方面的关注。本文拟对该协定签订的背景、协定的内容及其影响、金树仁执政时期的新苏贸易状况等作简要评述
From September to October 1931, Kim Se-jin, then chairman of Xinjiang Province, took the Nanjing National Government with him and privately sent officers and Soviet representatives to sign the “New Soviet Interim Trade Agreement,” which was then called the “New Soviet Secret Economy and Trade Agreement.” This is an important event in the economic and trade relations between China and the Soviet Union in the specific context of the diplomatic relations between China and the Soviet Union and has drawn all kinds of concerns.
