进入21世纪以后,针对全球化进程、知识经济和技术进步带来的新的劳动力市场需求,各国普遍感到传统的职业教育能力标准已经不能满足行业和企业的需求,需要重新界定职业教育的能力标准。同时,各国各不相同的职业资格标准和学历证书也对劳动力流动不利。为此,各国际组织都在积极努力定义新的能力标准,并试图用统一的资格框架解释各国的资格和证书。
