本文通过对比分析欧洲航空安全局(EASA)颁发生产机构批准(Production Organisation Approval,POA)与中国民用航空局(CAAC)颁发生产许可证(Production Certificate,PC)的规章要求的异同,阐述欧洲21部《航空器及其产品、零部件和机载设备,以及设计机构和生产机构的合格审定》与中国民用航空规章第21部第三次修订版(CCAR-21 R3)《民用航空产品和零部件合格审定规定》在生产审定、批准和制造监督方面的异同点;同时,结合目前正在修订的CCAR-21部第四次修订版草案(CCAR-21 R4)在生产审定和PC颁发要求方面的修改,分析EASA POA与CAAC PC的兼容性问题,并对中国民用航空规章相关要求的修订提出建议。
This article compares and analyzes the similarities and differences between the European Aviation Safety Agency (EASA) issuing the Production Organization Approval (Production Organization, POA) and the CAAC (Production Certificate, PC) regulatory requirements, expounds the European 21 Certification of Aircraft and its Products, Components and Airborne Equipment, as well as Design and Production Institutions, and Compliance with Civil Aviation Regulations and Part 3 of Civil Aviation Regulations of China, Revision 21 (CCAR-21 R3) Civil Aviation Products and Components At the same time, combined with the revision of the Fourth Revision of CCAR-21 Part IV (CCAR-21 R4) in the process of production approval and PC issuance requirements, Analyze the compatibility issues between EASA POA and CAAC PC and make suggestions on the revision of relevant requirements of China's civil aviation regulations.
