进出口贸易编码化管理,是指政府以商品编码(HS)为手段,对进出口货物进行管制的过程。在此过程中,商品编码成为进出口货物与所对应国家宏观贸易政策之间建立联系的桥梁。准确申报商品编码,则成为进出口企业遵守国家法律和享受政策优惠的基础。从介绍商品编码的由来及发展入手,结合国际EPC项目货物出口特点,分析商品编码申报对国际EPC项目的影响,并提出了完善此项工作的措施。
Import and export trade code management, refers to the government to commodity code (HS) as a means of import and export control of goods. In the process, the commodity code becomes the bridge between the import and export goods and the macro-trade policies of the corresponding countries. Accurately declare the product code, it has become the import and export enterprises to comply with national laws and enjoy preferential policies based on. Starting with the introduction of the origin and development of the commodity code, combined with the characteristics of the international EPC export of goods, the article analyzes the impact of the declaration of the commodity code on the international EPC project and puts forward measures to improve this work.
