近几年来,全省公安机关坚持“抓班子,带队伍,促工作,保平安”的工作思路,坚持依法从严治警的方针,积极探索,勇于改革,努力克服经费保障不足等诸多实际困难,做了大量艰苦细致的工作。特别是94年省厅新的领导班子建立后,明确提出“政治建警,班子带警、依法管警、从严治警,科教强警,从优待警”的要求,不断加大队伍建设的领导力度,使队伍建设的各项工作有了新的发展。公安队伍不断壮大,整体素质进一步提高。全省公安民警由几年前的1.7万人发展到2.5万人,其中公安现役部队3千余人。公安队伍的文化结构明显改善,大专以上文化程度占31.1%,中专文化程度占36.7%,分别比94年前提高了13.2个百分点和11.5个百分点。
