学校体育是学校教育的重要组成部分,是素质教育不可缺少的重要内容,素质教育是指人的生理心理的基本属性和在此基础上通过人的社会实践逐渐积累形成的相对稳定的基本品质,素质教育不是教育的分类,而是一种指导思想,一种教育观念,在党中央颁布的《九五计划和2010年远景目标纲要》中提出:“教育要面向现代化,面向世界、面向末来、致力于提高国民素质、在各个领域培养一批跨世纪的人才。”可见,实施素质教育已被作为迎接21世纪挑战,培养跨世纪人才的战略举措。这对全面贯彻教育方针,提高基础教学质量,以及“科教兴国”的顺利实施都是具有重大意义。
