政府按原有的游戏规则做出承诺,而这些承诺并不符合修改后的新的游戏规则的问题。问题并不出在开发商,而是出在中央政府改变游戏规则之前,本来就没有给地方政府一个合理安排解决处理地方经济协调发展的时间。土地供给政策并不是一个单独的土地市场交易公开的问题,而是一个地方经济发展模式与土地和资金交换模式的综合体,也是一个地方长期发展战略安排的问题。
The government promises according to the original rules of the game, and these commitments do not meet the revised rules of the new game.
