必须以系统的观点考察我国新的经济运行机制,充分认识国家、企业和居民在市场机制发生作用的条件下所具有的“调节—引导—自我调节”功能及其相互关系。我国新的经济运行机制应该是一种多元的、系统的调节机制。合理的企业产权构遣是完善市场机制的充要条件:我国近期的企业产权构造模式必须坚持“两权合一”而非“两权分离”的原则。
We must examine China’s new economic operating mechanism from a systematic point of view and fully understand the “regulation-guidance-self-regulation” function and the relationship between the state, the enterprise, and the residents under the conditions in which market mechanisms work. China’s new economic operating mechanism should be a pluralistic and systematic adjustment mechanism. Reasonable corporate property rights construction is a necessary and sufficient condition for improving the market mechanism: China’s recent corporate property rights construction model must adhere to the principle of “two rights combined” instead of “two rights separation.”
