“企业改革仅仅是搞公司制改组”、“建立现代企业制度就是搞公司制,即改制。”这是对企业改革一种不全面的认识。实际上,企业改革是涉及到企业外部环境与内部机制的一项系统工程。经济体制改革的重点应当是企业全面的改革,即以建立现代企业制度为重点,全面深化国有企业的改革。我们应当把企业改革的主要内容具体化为:“改组、改制、改造、改进和改善”。 从当前国有企业的状况来说,要使其顺利地从困境中摆脱出来,孤立地就改制抓改制是很难实现突破的。长期实行的旧体制已经积累下来了一系列的消极后果,不同时采取措施消除这些消极后果,改制本身就很难进行。在这方面,除了已为大家重视的企业历史债务沉重、富余人员较多、企业办社会和离退休职工养
