1988年中国科学院数理化局与唐山市人民政府结下一桩“姻缘”,双方签订了以利用中国科学院的科研优势,振兴唐山经济为宗旨的科技合作协议。3年来,科研人员与地方政府一起勤奋耕耘,使科技成果在唐山市四处开花、八方结果,抱了一个“金娃娃”。为使合作协议顺利实施,中科院在3年里先后选派230多名管理干部和专业技术人员到唐山市开展科技调研、信息发布、技术服务、科技咨询、讲学以及选派科技副县长等多种形式的活动,使中科院的研究成果源源不断地传递到唐山市的大中型企业和地方乡镇企业,这些成果很快转化成他们急需的技术和产品。
