住宅建设直接关系刭人民的切身利益和国民经济的发展。1986年起,建设部即在全国开展了城市住宅小区建设试点工作,并组织了多次交流、评比,使试点小区充分发挥了先导、示范作用,推动了各地的住宅建设上了一个又一个新台阶。建设部侯捷部长和谭庆琏副部长1994年7月13日在建设部城市住宅小区建设试点工作会议开幕式上的报告总结了三批试点的经验,提出了今后住宅建设的方向,不仅对当前,而且对指导今后的住宅建设必将具有重大影响,本刊本期予以全文发表,以期试点经验能在全国发扬光大,进一步推动住宅建设提高到一个更新的水平。
