和谐社会包括人与自然、人与社会和公共治理的和谐。其中构建和谐社会的关键,就在于公共治理的和谐。而要实现公共治理的和谐,政府和政府管理是关键。服务型政府是在民主政治的框架下,通过法定程序,按照公民意志组建起来的,以为公民服务为宗旨,实行服务职能和承担服务责任的政府。服务型政府与构建社会主义和谐社会的宗旨是统一的,两者在方向和内容上具有一致性。建设服务型政府是构建社会主义和谐社会的必然要求。建设服务型政府,就需要坚持“以人为本”的公众服务导向和行政理念;建立健全各项制度,建设法治政府;培育社会中介组织,建立政府与社会之间的合作。
Harmonious society includes the harmony between man and nature, man and society and public governance. The key to building a harmonious society lies in the harmony of public governance.
