一、貫澈民主管理貫澈民主管理是生産競賽運動的得要收穫之一。自去年三月各公司(公共汽車公司、電車公司、自來水廠)即先後成立了管委會,初步貫澈民主管理,獲得了一些成績。但是,管委會中還存在着形式主義,聯系羣衆不够密切,黨、政、工、團一致面向生產作的不够,在生產中起的核心領導作則還差,工會組織不健全,工會小組許多不起作用。自來水公司合併(原市水廠與原濟安自來水公司合併)成立以後,管委會和工會還沒有正式建立。公共汽車公司的領導上還存在着官僚分子。生產競賽運動地民主管理向前推進了一大步;具體來說,有以下幾方面:
