在21世纪新经济时代,人力资本成为最重要的经济资源,人力资本的作用越来越受到人们的重视。影响经济增长的因素不仅仅有物质资本,劳动力数量,技术,还有一个重要的因素就是人力资本。人力资本对经济增长的贡献远比其他因素重要的多,这是因为人力资本在促进经济增长收益的同时,还可以提高非人力资本收益和劳动力的工资水平。近些年来,辽宁地区越来越重视人力资本,从教育程度方面来研究人力资本对经济增长的贡献问题,对经济增长做出更大的贡献。
