中国共产党是在全国执政50年的大党。党一直坚持在政治上对各行各业的领导权,这是社会主义现代化建设取得胜利的根本保证。然而,在建立现代企业制度的条件下,党还要不要坚持对国有企业的政治领导权?这是学术界争论的一个重大理论问题,也是国有企业改革中迫切需要解决的重大实际问题。一、坚持党对企业的政治领导权是建立有中国特色现代企业制度的本质要求《中共中央关于进一步加强和改进国有企业党的建设工作的通知》明确指出:“坚持党对国有企业的政治领导,发挥国有企业党组织的政治核心作用,充分依靠和调动职工群众的积极性,这是我们的政治优势,是建立有中国特色现代企业制度的本质要求。”为什么说加强党的政治领导是建立有中国特色现代企业制度的本质要求呢?
The Chinese Communist Party is a major party that has been in power for 50 years in the entire country. The party has consistently adhered to its political leadership over all walks of life. This is the fundamental guarantee for the victory of socialist modernization. However, under the condition of establishing a modern enterprise system, should the party insist on political leadership over state-owned enterprises? This is a major theoretical issue in the academic debate and also a major practical issue urgently needed to be solved in the reform of state-owned enterprises. I. Maintaining Political Leadership of the Party to the Enterprise is the Essential Requirement of Establishing a Modern Enterprise System with Chinese Characteristics The “Notice of the Central Committee of the Communist Party of China on Further Strengthening and Improving the Party’s Construction in the State-owned Enterprises” clearly states: “Persisting in the Party’s Political Work toward the State-owned Enterprises It is our political superiority and the essential requirement of establishing a modern enterprise system with Chinese characteristics to lead and exert the political core role of the party organizations in state-owned enterprises and to fully rely on and mobilize the enthusiasm of the workers and staff. ”Why We Should Strengthen the Political Leadership of the Party To establish the essential requirements of a modern enterprise system with Chinese characteristics?
