1 目前食品添加剂的生产、销售以及使用过程存在一些混乱现象: 1.1 盲目上马生产食品添加剂没有规划和长短期计划,一些企业在没有进行市场调查预测的情况下,即一哄而上,笔者于1990年调查的60个厂家,已倒闭10个,如南阳地区西峡县柠檬酸厂,投资30万元,由于管理不当,销路不佳,造成经济上的巨大损失、 1.2 条件简陋生产食品添加剂需具备一定的条件,但相当一部分的乡镇企业,没有符合要求的技术工人和产品质量检测人员以及符合卫生要求的工艺规程及其技术,更没有正常生产所必需的计量、
