一个在工作上没有明显失误的领导是不是好领导?我们很难回答。一个在工作上没有明显失误,但又确实没有创造过任何政绩的领导是不是好领导?我们的回答是:不是。一个在工作上虽有过失误,但一方面又确实为广大人民群众创造过不少政绩的领导是不是好领导?我们的回答是:是。可目前的情况是,我们很多领导干部在工作过程中便处于这样一个中间状态:你虽然指不出他存在什么问题,但你也找不出他有什么政绩。“太平官”思想诱惑着他们,使之成为“中间状态”官员,他们占到了我们整个领导干部队伍的一半以上。他们不想创新,不敢创新,或者说根本没有能力创新;他们怕创新会带来风险,会乌纱难保,所以“不求有所为,但求不出错”。这样一来,作为生产力推动者的这一部分领导干部,就没能起到对生产力的推动作用,于国家、于人民的利益都极其有害。 2004年10月1日,《大连市政府部门行政首长问责暂行办法》正式实施,矛头直指“中间状态”官员。《办法》也许不是很成熟,但其传递的信号足以引起我们的重视:“太平官”的思想根基已经开始摇摇欲坠。

They do not want to innovate, they dare not innovate, or they simply can not innovate. They are afraid that innovation will bring risks and they will not help themselves. Therefore, “Doing nothing, but not seeking mistakes.” As a result, this part of leading cadres, as agents of productivity, can not play a catalytic role in boosting productivity and will be extremely harmful to the interests of the people and the people in the country. On October 1, 2004, the “Provisional Measures on Accountability of Administrative Heads of Dalian Municipal Government Departments” was put into effect and directed at officials in the “intermediate state”. The “measures” may not be very mature, but the signals they convey are enough to draw our attention: the basic idea of “Taiping officer” has begun to falter.
