在中央三令五申,严禁在公路上乱设卡、乱罚款、乱收费并派检查组分赴各 地督查之后,公路上的“三乱”势头得到了有效遏制。中央的这一举措,合民意、顺民心,得到了全国上下的一致赞扬。人民群众从中看到了纠正不正之风的曙光,大大增强了与不正之风作斗争的信心。 但是,历史的教训值得注意,这就是:当我们下决心奋起反击某种不正之风的时候,要做到奏效于一时并不难,难就难在能否持之以恒。往往有这种情况出现:当我们花费了很大精力,把某种不正之风打下去后就以为可以松一口气了,结果致使这种不正之风又死灰复燃。这就提醒我们,在同“三乱”的现象作斗争时,千万不可认为“三乱”经过打击后,再也乱不起来了,而应加倍提高警惕,采取各种办法,防止它反复再生！在一定意义上讲,治理“三乱”容易,保
