对言语行为的规制涉及社会规范和技术规范两个层面。语言立法所涉及言语行为则主要是对语言本体规范的遵守,语言立法所涉及内容主要是技术规范。对术语使用的管理属于对言语行为的规制。对术语使用的规制主要涉及对术语本体规范的遵守,属于技术法规范畴。术语立法不仅要对术语的“使用”行为进行规制,更要对术语的“审定”及其相关行为作出具体规定。术语立法要以术语为本,在对术语生存状态和发展规律充分研究的基础上进行规定。
Regulation of speech acts involves both social norms and technical specifications. The speech acts involved in the language legislation are mainly to comply with the norms of language ontology. The content of the language legislation is mainly the technical specifications. The management of the use of terms is the regulation of speech acts. The regulation of the use of terms mainly involves the respect of the noumenon of terms and belongs to the category of technical regulations. The term legislation not only regulates the term “use” behavior, but also specifies the term “validation” and its related conduct. The term legislation should be based on the terminology, based on the full study of the state of existence and development of terminology.
