Recently, the Henan Provincial Government issued the Action Plan for the Construction of a Large Advanced Manufacturing Province (hereinafter referred to as the “Plan”), proposing that by 2017, the revenue from the main business of the manufacturing industry above the designated size in the province will exceed 8 trillion yuan. The high-growth manufacturing and high- Strategic emerging industries contribute to the growth of the manufacturing industry about 70%. In respect of the aluminum industry’s special promotion and development, the “Plan” proposes to insist on combining current and long-term perspectives; to push the electrolytic aluminum industry out of its difficulties; and to create a new advantage of cluster-based aluminum processing.
