今年,我国将继续实行积极的财政政策。这是中央在综合分析和判断国内外经济形势之后,为了保持我国经济和社会的持续稳定发展,妥善处理改革、发展、稳定三者的关系而采取的一项重要政策措施。财政部部长项怀诚在去年底召开的全国财政工作会议上要求,各级财政部门要从全局和战略的高度准确把握形势,狠抓贯彻落实。要正确认识、领会、实施积极的财政政策,我认为,应注意以下五个“不能”。
