《浙江省信访条例》自1997年2月1日实施以来,对于规范和加强我省的信访工作,保障人民群众的信访权利,引导信访依法有序进行,维护我省改革开放的顺利进行和良好的社会秩序,发挥了积极的作用。但是、随着我省改革开放和发展的不断深入,条例的一些滞后于社会实践的矛盾也逐渐显现。集中表现在:关于信访人权利义务方面的规定,还不够具体、明确,特别是关于保障人民群众的信访权利并使之落到实处的规定,还比较欠缺;关于国家机关信访工作责任和处理信访事项的程序、要求等方面的规定,还需要进一步规范;关于信访秩序维护方面的规定,还需要进一步加强。
