The Hainan Tibetan Autonomous Prefecture in Qinghai Province is an underdeveloped minority area in western China. There are such problems as less scientific and technical personnel, especially scientific and technological talents at the grassroots level, with less professional and technical skills and less motivation to work. In January 2012, Hainan Provincial Party Committee of Qinghai Province promulgated the “Implementation Opinions on Carrying Out the Activities of” “Mayor's Teams of Township High-tech Towns” in order to activate the existing human resources, realize the talent development and promote the economic and social development with the same frequency.
