党的十七大报告指出:以完善惩治和预防腐败体系为重点加强反腐倡廉建设。在这里,把反腐倡廉用“建设”二字提出来,作为与党的思想建设、组织建设、作风建设、制度建设相并列的一项内容,纳入党的建设的总体工程和总体布局,这是我们党的一个新提法、新观点,在我们党的历史上是第一次。同时,这里指出了反腐倡廉建设的重点是完善惩治和预防腐败体系,对我们党有重点地深入开展反腐败斗争,取得反腐败斗争的新胜利,具有极其重要的指导意义。
