在牢固坚持“围绕中心、分步实施、扎实推进、务求实效”的基于科学发展观的国有企业工会工作的根本指导原则下,切实合理地进行工会工作运转机制在企业产业运营系统的模式改进、途径拓展以及方法更新,打造党委靠得住、行政离不开、职工信得过的稳定扎实的工会组织,进而有效探索适应新形势要求的工会工作新路子,最终实现国有企业工会工作运转体系的稳定、协调、长效发展。
