基于合资铁路运输生产业务委托国铁经营管理后,预算管理模式的变化,探讨现行的预算管理模式因存在预算管理的组织体系不健全、监控功能不到位、考核激励机制不完善等缺陷,提出需要创新预算管理模式,应采取创新管理组织体系、创建新的预算管理监控机制和考核激励制度等措施,以强化预算管理。
Based on the changes of the budget management mode after the operation and management of the state-owned railways and railway transportation business entrusted by the State Railway, the existing budget management mode was put forward for the shortcomings such as the imperfect organizational system of budget management, the inadequate monitoring function and the imperfect assessment incentive mechanism Innovative budget management mode should adopt measures such as innovation management organization system, creation of new budget management monitoring mechanism and examination and incentive system to strengthen budget management.
