Before the 1960s in Kuitun, Xinjiang, residents drank surface water (snow water from the Tianshan Mountains) without any reflection of endemic fluorosis. Since the 1960s, a large number of local wells have been drilled in order to reduce and prevent intestinal infectious diseases and to further develop groundwater resources. Due to the lack of systematic water quality testing, some fluorites and arsenic in some deep-water water can not be mastered due to over-high elements. As a result, local fluoride and arsenic poisoning occurred after the 1970s. From May to July 1980, a joint investigation team was set up in Xinjiang Field Office of Xinjiang Medical College, Xinjiang Institute of Flow Research, and Kuitun Health and Anti-Epidemic Station. In the area of Kuitun, endemic fluorosis was investigated and the fluoride content in well water exceeded National drinking water
