水资源是我国目前正逐步市场配置的一种重要资源。水权是对一定可控水量的所有、转让和收益权的总称。水权明晰也是现代水利企业运行的基础。管道输水是保证水权明晰的重要手段,它同时还具有其它方面的许多优势,诸如增加灌溉面积,保证用水时效,节约土地及保证水质等。一旦管道输水系统建成,“水利是农业命脉”才算名副其实,我国农业的长期可持续发展也就有了一个坚实的基础。
Water resources are an important resource that our country is gradually allocating to the market. Water rights are the general term for all, transferable, and revenue-earning rights to a controlled quantity of water. The clarity of water rights is also the basis for the operation of modern water conservancy enterprises. Pipeline water conveyance is an important means of ensuring the clarity of water rights. It also has many other advantages such as increasing irrigation area, ensuring water aging, saving land and ensuring water quality. Once the pipeline water supply system is completed, “water conservancy is the lifeline of agriculture” is regarded as a veritable fact, the long-term sustainable development of agriculture in China will have a solid foundation.
