一、为什么要抓水保监察工作 兴国县的水土流失状况十分严重,据1980年水土保持区划调查统计,全县水土流失面积为284.86万亩,占山地面积的84.78%,比1964年普查数扩大了47万亩。为什么越治理水土流失面积越大呢?现实提醒了我们,过去只重视抓治理,忽视预防和管护,跟在破坏后头抓治理,其结果必然是保不住已治理的成果。如果不转变观念和职能,重视预防与管护,继续按照老办法抓下去,一家治理,多方破坏的局面是改变不了的。
