On March 5, 2002, just as the two sessions of Beijing will be held, the 80-year-old Huang Shunxing, who was a member of the Seventh National People’s Congress Standing Committee, quietly died of illness in Beijing. During his tenure as a member of the NPC Standing Committee, Huang Shunxing made his remark with justification and made frequent public pronouncements with different opinions. He had been to Inner Mongolia for inspection and warned that China has been facing serious problems of desertification. Under his active running, he indirectly led to the establishment of the Environmental Protection Committee of the NPC of China. On April 4, 1989, he firmly opposed the State Council’s award of Shenzhen
