重庆市人民政府令第289号《重庆市建设工程安全生产管理办法》已经2015年1月29日市人民政府第79次常务会议通过,现予公布,自2015年5月1日起施行。市长黄奇帆2015年2月16日第一章总则第一条为规范建设工程安全生产行为,明确安全生产责任,加强安全生产监督管理,预防和减少生产安全事故,保护生命财产安全,根据《中华人民共和国安全生产法》、《建设工程安全生产管理条例》和有关法律法规,结合本市实际,制定本办法。第二条本市行政区域内建设工程的安全生产及监督管理,适用本办法。第三条建设工程安全生产坚持“安全第一、预防为主、综合治理”的方针,建立“企业负责、从业人员参与、行业监管、政府监察”的机制。
