2002年底,上海浦东新区建设局针对目前物业管理中的热点、难点问题,提出了“旧住宅小区物业管理税收优惠政策”等具有很高研究价值的八大课题,并委托陆家嘴物业管理公司做前期调研工作。在研究过程中,新区建设局为调研提供了许多有利条件,如召开从业人员座谈会,提供调研的相关资料等。建设局房产处钮廷楷副处长对课题工作做了具体的指导,潘向明同志还组织和带领课题人员深入相关住宅小区访谈,这些都为课题调研工作的顺利开展奠定了基础。目前前期调研工作已基本完成,八大课题的研究已成为陆家嘴物业管理公司今年的重要工作之一,他们将继续深化对课题的研究,并以其成果为政府和物业管理行业在城市和社会综合治理方面作出不凡的贡献。这对现代物业管理发展是一次非常有益的探索,对各地方在开展城市和社区综合治理过程中,所应该进行的价格、税收、招投标、业主委员会、仲裁、管理体系、治理违章搭建、收费机制等方面的政策制定和方法调整,相信都会具有现实的指导意义和借鉴价值。从2003年第7期开始,上海陆家嘴物业管理公司和本刊正式合作开办专栏“第一手”。该专栏将陆续把课题研究结果全文刊出,尽快让读者分享他们的成就,并欢迎各位读者积极参与讨论。
