(I) Over-dispersion of township and village enterprises After more than 20 years of development, people are increasingly aware of the fact that it is a general trend for township and village enterprises to gather in cities and towns. Governments at all levels and the township and village enterprises themselves have taken active measures to this end and their results are not satisfactory. As of 1997, the number of townships and towns built in the country reached 40,000 with a total area of 56,000 townships, less than 110,000 townships and townships were gathered and attracted, accounting for only 4% of the total number of township and village enterprises.
