就业是民生之本,保证就业才能保证收入,扩内需、保增长的目标才能成为现实。作为吸纳就业的主力军,中小企业涵盖了我国75%以上城镇就业人员。因此,扩大就业,必然要扶持中小企业健康发展。前一时期,中小企业内外交困,举步维艰。尤其是劳动密集型中小企业似乎成为“两高一低”的代名词,被看做产业升级的障碍。一些地方在“腾笼换鸟”的过程中,显得有些急躁,中小企业的生存空间被大大压缩。随着国际金融危机强力来袭,中小企业更是雪上加霜。
Employment is the basis of people's livelihood, to ensure that employment can guarantee income, expand domestic demand and maintain growth in order to become a reality. As the main force to absorb employment, SMEs cover more than 75% of urban employees in our country. Therefore, to expand employment, we must support the healthy development of SMEs. In the previous period, small and medium-sized enterprises struggled hard and difficult. In particular, labor-intensive SMEs seem to be synonymous with “two highs and one low” and regarded as an obstacle to industrial upgrading. In some places, the process of “making a bird for a cage” became somewhat impatient and the living space of small and medium-sized enterprises was greatly compressed. With the strong international financial crisis struck, SMEs even worse.
