根据1991年12月全国财政工作会议的部署,今年财政工作总的指导思想是:认真贯彻执行党的“一个中心,两个基本点”的基本路线,坚持社会主义物质文明和精神文明一起抓的方针,支持发展经济,调整结构、推进技术进步,提高经济效益,继续深化改革,坚持依法理财,加强调查研究和财政宣传,强化财税管理,大力组织收入,严格控制支出,努力完成全年预算任务。根据上述指导思想和部领导对中央企业财政驻厂员工作一系列重要指示,今年全国中央企业财政驻厂员机构要努力做好以下几方面的工作:
