本文通过对S市X区公园志愿者党建工作站在公园公共事务管理中运作的考察,概括出当前作为志愿者组织的党建工作站的特点及其发挥的主要功能,对党联系基层新社会组织的模式进行分析。文章指出,为回应社会组织和当地公民参与的需要,应在遵循多中心网络治理原则的基础上,基于机会平等和尊重共识的原则,进一步完善党建志愿组织参与社会公共事务管理的模式,协调党与基层社会组织间的联系机制。
