1986年以来,我省实施了三个五年普法规划,取得了很大成绩,为保障改革开放顺利进行、经济健康发展和维护社会稳定,发挥了重要的作用。从今年开始,我们进入了实施“十五”计划、加快推进现代化建设的新的发展阶段。新的形势和任务,对进一步加强普法依法治理工作提出了更高的要求。今年4月,党中央、国务院批转了《中共中央宣传部、司法部关于在公民中开展法制宣传教育的第四个五年规划》,九届全国人大常委会第21次会议作出了《关于进一步开展法制宣传教育的决议》。5月份,中宣部、司法部召开了第五次全国法制宣传教育工作会议,对新世纪初我国普法和依法治理工作进行了总体安排和部署。我们要深入贯彻《规划》、《决议》和全国法制宣传教育工作会议精神,全面启动我省“四五”普法规划,推动普法依法治理工作深入扎实地开展起来。
Since 1986, our province has implemented three five-year legal literacy plans and achieved great success. It has played an important role in ensuring the smooth progress of the reform and opening up, the sound economic development and maintaining social stability. Starting from this year, we have entered a new phase of development in implementing the “Tenth Five-Year Plan” and accelerating the modernization drive. The new situation and tasks have set higher requirements on further strengthening the administration of law according to law. In April this year, the Central Party Committee and the State Council approved the “Fourth Five-Year Plan for Propaganda and Education of Legal System Among Citizens” by the Propaganda Department and the Ministry of Justice of the CPC Central Committee. The 21st Session of the Ninth National People’s Congress made the “ Further carry out legal publicity and education resolution. ” In May, the Central Propaganda Department and the Ministry of Justice convened the fifth working conference on publicity and education in the legal affairs of the whole country to conduct an overall arrangement and deployment of the popularization of the legal system and the administration of the country according to law at the beginning of the new century. We should thoroughly implement the spirit of the “Planning,” “Resolutions,” and the work conference on publicity and education of the legal system throughout the country, start the “Four Five-Year Plan” popularization campaign in an all-round way in our province, and push forward the legal administration in accordance with the law in a down-to-earth manner.
