西方向苏联的技术转让,在二十世纪七十年代曾经引起西方分析家相当大的注意。从1970年开始,苏联通过商业途径取得的西方技术迅速增长;到了现阶段,这种增长至少是暂时停止了。在1975—1977年期间,从西方硬通货贸易伙伴(不包括芬兰)进口的机器,趋于平稳。而且,1977年新签订的机器定货(将在今后进口),已经大大减少。经过这十年中头五年的急剧增长之后,目前的停顿提供了一个适当的时机,来回顾一下前一时期西方迅速扩大向东方转让所产生的种种问题。
Western technology transfer to the Soviet Union in the 1970s has aroused considerable attention from Western analysts. Since 1970, the Soviet Union’s commercialization of Western technology has grown rapidly; by the present stage this growth has been at least temporarily halted. During 1975-1977, machinery imported from western hard currency trading partners (excluding Finland) stabilized. Moreover, the newly signed machinery order (to be imported in the future) in 1977 has been greatly reduced. After a sharp increase in the first five years of the decade, the current pause provides an opportune time to review the problems that the West rapidly enlarged its transfer to the East over the previous period.
