21世纪是知识经济大放异彩的时代,高新技术产业在世界范围内的迅猛发展,一方面造成传统产业的劳动力过剩,另一方面又使创新型人才严重短缺。无论是发达国家还是发展中国家,创新型人才短缺都已成为制约其高新技术产业发展的瓶颈。近年来,围绕创新型人才的争夺战正在全球范围内展开,而且愈演愈烈。未来国与国之间的竞争,归根到底是知识和人才的竞争,特别是创新型人才的竞争。
The 21st century is a time when the knowledge-based economy is shining. The rapid development of high-tech industries around the world has resulted in excess labor in the traditional industries and on the other hand, serious shortage of innovative talents. No matter the developed countries or the developing countries, the shortage of innovative talents has become the bottleneck restricting the development of high-tech industries. In recent years, the battle for innovative talent is on a global scale and intensifying. In the final analysis, the competition between countries in the future is the competition of knowledge and talents, especially the competition of innovative talents.
