看病难看病贵成因复杂从2003年底开始,河南省组织人员针对群众反映的看病难、看病责问题开展调研,并认真分析成因。我们认为,群众反映的看病难、看病贵,是一系列相关制度的缺陷甚至缺失的反映。导致群众看病难、看病贵问题的原因复杂,而在这诸多因素中,可归纳为直接因素、加剧因素和成本因素。直接因素:保障不完善目前我国医疗保障制度不完善,城乡居民自费就医负担过重,是导致群众看病难、看病贵问题的直接因素,也是核心因素。第一,目前我国已建立了城镇职工基本医疗保障制度,但覆盖面太小,大多数企业职工没有参加,特别是城市下岗职工、失业人员、低保人员没有任何医疗保障。新型农村合作医疗还处于试点阶段,而且筹资额度小,保障力度不大,全面普及还需时日。如
